Kathryn Harwell

Kathryn Harwell serves as the Director of Stanislaus County’s Community Services Agency.  The Community Services Agency offers a wide range of programs and services to the community, including Child Protective Services, Adult Protective Services, In-Home Supportive Services and safety net programs that assist in meeting the basic needs of individuals and families related to food, shelter, and health care.  The Community Services Agency also provides job training opportunities to help adults and families become self-sufficient. Ms. Harwell is a native California, received her Bachelor’s Degree from Saint Mary’s University and her Master’s Degree from California State University Northridge.  She has spent the majority of her career, over 30 years, in the field of Social Services.  Her work has been focused on improving the wellbeing of children, adults, and families.  Ms. Harwell serves on numerous boards throughout the community, including the United Way Board, the Child and Families First Five Commission, Child and Family Policy Institute of California, and the Community System of Care as part of Focus on Prevention Homeless Initiative. Ms. Harwell also serves on the JPA Board for CalACES and has been an active member of the CIV Consortia since its inception. Ms. Harwell is an active member and past President of the County Welfare Directors Association of California as well as a member and past President of the Central California Area Social Services Consortium.
