Who We Are
The Child and Family Policy Institute of California (CFPIC) was established in 2004 to partner with public Human Services agencies to address emerging needs of vulnerable families and opportunities to improve their well-being. While we are celebrating 20 years of successful collaboration with public agencies, partner organizations and people with lived experience, we are planning for the next 20 years and our ongoing collective impact in making transformational, positive, and lasting change.
Our work benefits from an enduring focus on justice, including centering race, equity, diversity, and inclusion (REDI). Both internally and externally, we bring a REDI lens to our efforts by listening to diverse voices and understanding that we carry out our work in the context of historical and structural inequities endemic to our society. We know that social and economic contexts such as race, class, ability, education, sexual orientation, and gender identity are often associated with disproportionately higher rates of representation in public social service systems and often result in poorer outcomes for families. Our Board
CFPIC operates under the authority of the CFPIC Board of Directors, composed of ten California Human Service Agency Directors and other professionals with vast expertise and experience in Adult Services, Child Welfare and Self-Sufficiency programs. Michelle is the director of Child, Family and Adult Services for Sacramento County, which includes Child and Adult Protective Services, IHSS and the Public Administrator/Guardian/Conservator’s Office. She has a Bachelor’s Degree in Criminal Justice, a Master’s Degree in Counseling and is licensed as a Marriage and Family Therapist. Michelle has worked in the fields of domestic violence, Child Welfare, Mental Health and the District Attorney’s Victim-Witness program, serving family members of homicide victims and victims of hate crimes. She was deputy director of CPS for 7 years. She values collaboration with system and community partners to provide better services for children and families, and is currently co-leading development of a multi-disciplinary countywide prevention plan that focuses on strengthening families and promoting protective factors.
Danny Morris
Secretary/Treasurer
Dr. Danny Morris Jr. has worked in Social Services for over 25 years. He began his career in 1995 as a group home counselor working with juvenile sex offenders, gang members, a substance abuse treatment/anger management counselor, co-occurring disorders (dual-diagnosed), and a detox counselor for a methadone clinic. In 1999, he transitioned to county government as a social worker, then a Supervisor in 2003 in Fresno County. In 2006, he was promoted to Program Manager. Dr. Morris worked for Fresno County until 2011, when Madera County hired him as a Program Manager and was promoted to Deputy Director in 2012.
Dr. Morris has extensive experience working with parents of sexually abused children, alcohol and drug abuse, teen parents, Welfare-to-Work, CalWORKs, adult services, and various social services programs. Dr. Morris has worked as the Legislative Liaison for the County Welfare Directors Association-Children’s Committee, California Core Practice Model Leadership team, a Board Member for the Child and Family Policy Institute to California, the Central Valley Representative for the CWDA Training Champions committee, and other local and statewide committees. Dr. Morris is an instructor for UC Davis Continuing and Professional Education in Human Services, where he teaches and helps with curriculum development. In addition, Dr. Morris has experience working with non-profit organizations and churches to build and lead change. Dr. Morris has an Associate of Arts degree in Liberal Arts, Bachelor of Arts in Psychology, Master’s in Business Administration, and Doctorate in Psychology with an Emphasis in Integrating Learning and Technology.
Kathy Harwell
Board Member
Kathryn Harwell serves as the Director of Stanislaus County’s Community Services Agency. The Community Services Agency offers a wide range of programs and services to the community, including Child Protective Services, Adult Protective Services, In-Home Supportive Services and safety net programs that assist in meeting the basic needs of individuals and families related to food, shelter, and health care. The Community Services Agency also provides job training opportunities to help adults and families become self-sufficient. Ms. Harwell is a native California, received her Bachelor’s Degree from Saint Mary’s University and her Master’s Degree from California State University Northridge. She has spent the majority of her career, over 30 years, in the field of Social Services. Her work has been focused on improving the wellbeing of children, adults, and families. Ms. Harwell serves on numerous boards throughout the community, including the United Way Board, the Child and Families First Five Commission, Child and Family Policy Institute of California, and the Community System of Care as part of Focus on Prevention Homeless Initiative. Ms. Harwell also serves on the JPA Board for CalACES and has been an active member of the CIV Consortia since its inception. Ms. Harwell is an active member and past President of the County Welfare Directors Association of California as well as a member and past President of the Central California Area Social Services Consortium.
David Foster
Board Member
David Foster is a Licensed Clinical Social Worker with over thirty years’ experience in public child welfare as a social worker, supervisor, educator, and administrator. He was Title IVE Project Coordinator for the CSU, Fresno Social Work Program 1993-1997, a founding member of the California Regional Training Academy Development and Implementation Project, and has been a Regional Training Academy Director since 1997. David also serves as Staff Director of the Central California Area Social Services Consortium (CCASSC), a regional collaborative that links public human service Directors with research, policy analysis, and training support services. In addition, he is a member of the Department of Social Work Education faculty at Fresno State where he has taught as an Adjunct Professor since 1989.
Kelly Woodard

Kelly Woodard, MSW, Board member Child and Family Policy Institute of California (2010 -present). Retired Social Services Director and Public Guardian (2017). Current, Research Associate with the California State University, Fresno Foundation; tied to the Central California Area Social Services Consortium. Background also includes former commissioner/board member Cal Viva Health, First Five Madera, Workforce Madera County. Experiences also include being a part-time faculty member CSUF Fresno, Social Work Education and administrative and program positions within Fresno County Department of Social Services in child welfare, refugee services Cal Learn, Adolescent Family Life, public assistance & welfare to work.
Christine Huber
Board Member
Christine Huber is the Director of the Stanislaus County Community Services Agency (CSA). Christine graduated from University of California, Davis with a Bachelor of Arts degree in Psychology and received her Master’s Degree in Social Work from California State University, Stanislaus. She began her career with Stanislaus County and was hired by CSA as a Social Worker in Child Welfare Services in the Adult, Child, and Family Services Division (ACFSD) and later became a social work supervisor. Christine held various management positions in Child Welfare Services, including as a Senior Manager overseeing child abuse prevention programs before being promoted to Assistant Director of ACFSD in 2016. She was appointed Director in April 2022. Christine oversees more than 1,000 county employees and four divisions within CSA: ACFSD, StanWORKS, Finance and Operations, and Housing and Homeless Services. Christine has served as Co-Chair of the Child Abuse Prevention Council since 2014. She joined First 5 Stanislaus as a Commissioner in 2022.
Kris Brown
Board Member
Kris received her Master’s degree in Social Work from California State University, San Bernardino, in 1999. She first began working with older adults as a nurse’s aide in a convalescent home while in High School, and worked as a case manager for a private professional conservator from 1992-1999, when she entered the public sector as an Adult Protective Services (APS) social worker in San Bernardino county. This led to Supervisory roles in both Aging and Adult Services and Child Welfare, followed by a period as the Program Manager for Employment and Training Services in Kings County. Since 2009, she has served as Deputy Director of Aging and Disability Programs for Napa County’s Health and Human Services Agency, as the senior manager for the Comprehensive Services for Older Adults (CSOA) division. CSOA provides a wide range of services to the aged and disabled community, including In Home Supportive Services (IHSS), APS, MediCal, Older Adult Mental Health, Public Health Nursing, Veterans Services, and Public Guardian.
Lori Medina
Board Member
Lori Duffel Medina has worked as a professional in public social services for the last 31 years. Ms. Medina began her career in the Los Angeles County Department of Children and Family Services as a Children’s Social Worker after her Masters of Social Work degree was conferred in 1992. Ms. Medina worked in Los Angeles County for 10 years, taking on progressively responsible positions including Children’s Social Worker, Supervising Children’s Social Worker, and Assistant Regional Administrator in the Southeast and South Central Regions of the County. In 2002, Ms. Medina joined Santa Clara County Department of Family and Children’s Services as the Deputy Director of the Children’s Shelter. Ms. Medina served in Santa Clara County for 14 years, holding the positions of Deputy Director of the Children’s Shelter, Social Services Program Manager III for the Department of Family and Children’s Services, Acting Deputy Director of Family and Children’s Services, and Director of Family and Children’s Services. The next part of Ms. Medina’s journey brought her back home to the community she grew up in in Monterey County. Ms. Medina was appointed as the Social Services in Monterey County, over the Family and Children’s Services Branch in 2016. After 3 ½ years in that capacity, Ms. Medina was appointed as the Social Services Director for Monterey County in 2019, where she continues to serve.
Ms. Medina is a seasoned Social Services leader, bringing experience in numerous programs, policy and training background, and administrative experience. Ms. Medina has also served on numerous Boards and Commissions over her 30 plus year career.
Personally, Ms. Medina is married with adult two sons. She is very active in her community and church.
Charity Douglas

Throughout her life, Charity Douglas has witnessed and experienced the transformative impact of social services on individuals’ lives.
These experiences have fueled her lifelong commitment to public service, where she empowers youth, adults, and seniors to overcome challenges and thrive.
From her beginnings working with teenage mothers during her first internship to her current position as the Director of the Department of Public Social Services in Riverside County, Charity has consistently emphasized the importance of resilience in the face of adversity and not allowing barriers to define one’s future.
In her current role, Charity oversees over 4,700 employees in five divisions, including Children’s Services, Adult Services, and Sufficiency Services. Through her leadership, Charity’s staff worked to equip and empower over one million people annually, including children, adults, and families.
With over three decades of experience in social services and two decades of experience in driving innovative programming, Charity’s leadership has led to groundbreaking initiatives like the Office of Health and Wellness, prioritizing the well-being of her dedicated staff.
A commissioner with First Five Riverside County, Charity is driven by her belief in the power of community partnerships, Charity is a fervent advocate for strengthening prevention and early intervention pathways to combat poverty and abuse, particularly among the most vulnerable populations.
Charity holds a Bachelor’s degree in social work from the University of Wisconsin-Milwaukee and a Master’s degree in social work from the University of Wisconsin-Madison.

Our Leadership Team has extensive experience directing public Adult Services, Child Welfare and Human Service organizations in California. Stuart Oppenheim is the Executive Director of CFPIC. After 32 years in public human services, including 15 years as the Child Welfare Director in San Mateo County, California, Stuart retired in 2004 to found CFPIC, where he is grateful to work with highly skilled and motivated colleagues who are passionately committed to improving the delivery of human services programs for the benefit of children, youth, families, and older and disabled adults throughout California. Stuart is a committed feminist and the father of three strong women who give him reason to hope that support in his later years will be provided.
Juliet Cox

Juliet Cox is the Deputy Executive Director at CFPIC. She joined the organization in 2019 after a 17-year public service career in Tulare County, where she served as an Analyst, Admin Specialist, Division Manager, Public Guardian, Deputy Director and Director of Human Services and the Kings/Tulare Area Agency on Aging. Juliet strongly believes in the value that public human services provides to the state’s most vulnerable populations, and she is passionate about bringing her personal and professional experience and knowledge to bear in strengthening systems across California. Juliet loves spending time with her family, taking vacations to new places, and binge-watching TV shows all weekend with her husband, Ben.
Andrea Sobrado, MSW

As the Associate Director of the Child and Family Policy Institute of California, Andrea provides project and team-based coaching, facilitation, and consultation to counties and teams, leveraging the CPM and other innovations to improve practice and system effectiveness and to counteract racialized outcomes for families, children, and among those engaged in the work. She has worked in the social services arena for 25 years, including experience as a social worker, program manager, and child welfare director, and as the director of a non-profit organization. She participated on the Center for Social Policy’s Institutional Analysis team in Fresno, Santa Clara, and in the Pomona Region. She has also provided leadership and implementation coaching for CCTA, UCD, Casey Family Programs, and the Academy for Professional Excellence. Andrea earned a Bachelor’s Degree from the University of California at San Diego and a Master’s Degree in Social Work from the University of Southern California.
Melissa Connelly
Associate Director
Melissa Connelly is an Associate Director of CFPIC. Over a 25 year career in child welfare, Melissa has served as a front-line worker, supervisor, manager, and program director in county agencies. In addition to county work, Melissa has experience in training and workforce development as a curriculum specialist and director of the In-Service Training Project at CalSWEC. Melissa is devoted to facilitating system improvement in support of strengthening families, communities, and the child welfare workforce to prevent child maltreatment, reduce system-driven trauma, and promote equity. Melissa and her family enjoy road trips, hiking, and other fun family adventures.
Sharon Diaz

Sharon Diaz, M.S.W., joins us with more than 31 years experience in County Human Services in Madera. She has served as the Director of the Central California Adult Services Training Academy, and has an extensive background working with disadvantaged adult populations, including those served through Child Welfare Services, Public Guardian and Adult Protective Services. Her broad experience includes supporting families who have experienced trauma, abuse, mental health issues, addiction issues, developmental issues and medical issues.
Danna Fabella
Senior Consultant
Danna Fabella is the Associate Director of CFPIC. She began working as a consultant for CFPIC in 2007. Danna spent 29-years in county human services, primarily in Child Welfare Services, where she began as a social worker and eventually became a Child Welfare Director and Acting Human Services Director. Danna’s experience includes three Bay Area Counties where, in addition to Child Welfare, she also was directed Adult Services and the GAIN Employment Program. Since beginning with CFPIC, Danna has directed the CalWORKs & Child Welfare Collaboration (Linkages) and has provided leadership in a number of initiatives, including the development of the California Child Welfare Core Practice Model and the Child and Family Enrichment Cabinet. She has also provided leadership to the facilitation and planning for many state & county collaborative activities in the implementation of the Continuum of Care Reform initiative, with an emphasis on Resource Family Approval and CANs/CFT implementation. She spends much of her spare time with her five grandchildren and walking the beach at her Bodega Bay home.
Margo Fudge

Margo is the Director for the Youth Engagement Project at CFPIC. She has spent over 25 years in the field of social work, conducting investigations and providing direct service in child welfare and clinical settings such as hospitals and home health; moving into an administrative role as the program manager for a county adoptions program and then as a deputy director where she championed outcome-driven system improvements anchored in best practices. In her current role, Margo looks to expand the robust model of youth engagement to counties across the state and ensure youth voice informs both policy and practice in the child welfare system. Margo has a passion for sibling relationships and ensuring that children in the child welfare system remain connected to their brothers and sisters, as well as addressing disproportionality for families of color across the system. Margo is a proud alum of both the University of Wisconsin (Go Badgers!) and San Diego State University and enjoys spending time with her husband and four children, traveling and watching her children compete in sporting events.
Melissa Gomez, MSW

Melissa Gomez is the Program Director for Preventing and Addressing Child Trafficking (PACT) at CFPIC, facilitating a statewide model of cross-coordination to strengthen child welfare programs who serve young people at risk of or experiencing human trafficking. She has contributed 20 years of service to the anti-trafficking movement and her international and local leadership has been instrumental in establishing multi-disciplinary coalitions and coordinating comprehensive care to survivors of both labor and sex trafficking in Europe and California. As the former Chair of the Central Valley Freedom Coalition and Program Manager of Fresno’s Central Valley Against Human Trafficking, she served as regional liaison to facilitate 24-7 trauma response in partnership with Polaris’ National Human Trafficking Hotline. Melissa is dedicated to the advancement and integration of diverse voices to pioneer systemic change and co-create pathways of empowerment. Melissa resides in the ancestral land of the Miwok and Yokuts (the Central San Joaquin Valley – Ripon, CA). Melissa and her family enjoy culinary experiences, traveling to new places and on time off you’ll find her at the beach or hiking in the forest.

Tracy is the Program Director overseeing the New Child Welfare Directors’ Development Program (NCWDDP) since its inception in 2019. Prior to this role, Tracy was with the County of San Luis Obispo for 27 years, retiring as the Assistant Director of Social Services in December 2018. Over her career, Tracy has actively participated in state-wide efforts to address the commercial sexual exploitation of children; homelessness of children, families, and individuals; and a positive future through higher education for youth in the foster care and justice systems. Through her work, Tracy is committed to supporting child welfare leaders as they come together to meet the needs of children and families in the child welfare system of care. Tracy resides at the beach in San Luis Obispo County. She loves spending time with her family and friends and learning about self and others by traveling the world as much as possible.
Derek Slama
Prevention Program Director
Derek is the Prevention Program Director at CFPIC. He has worked within the field of prevention for more than a decade, starting his career as a Home Visitor at a Family Resource Center (FRC). Derek’s passion for equitable systems change led him to coordinating local FRC collaboratives by integrating county programs and implementing evidence-based practices. Derek joins CFPIC from the California Department of Social Services, Office of Child Abuse Prevention (OCAP) where he led statewide efforts for developing community-based family support services and, prior to that, supporting the development and planning for the Family First Prevention Services Program and prevention of commercial and sexual exploitation of children and youth. Derek earned a Bachelor’s Degree in Sociology from UCLA and a Master’s Degree in Public Health from the California State University, Northridge (CSUN). Derek enjoys spending time with his family and three dogs, exploring California, and spending time outdoors whenever he gets the chance.
Laura Krzywicki

Laura Krzywicki is the Program Director overseeing the Capacity Building & System Integration work at CFPIC. Laura has 23 years of experience in the field of child welfare with the County of San Diego. She has supported the implementation of Safety Organized Practice, the Title IV-E Waiver Project and San Diego County’s System Improvement Plan. Most recently, her efforts have focused on prevention including co-leading the development of the Community Response Guide and county prevention plan for San Diego, in addition to being a member on the Interagency Leadership Team. Laura is committed to ensuring counties have the resources and support needed to improve outcomes for children, youth, and families. In her spare time, you can find Laura at Disneyland with her family or on the soccer field supporting her kids.
Erin Van Duzer
Administrative Director
Erin Van Duzer is the Adult Services project Director for CFPIC. Prior to joining CFPIC in 2021, Erin spent 12 years in public service with Tulare County. She most recently served as the Unit Manager over the Tulare County Adult Protective Services (APS) and Public Guardian’s Office. Erin is pleased to bring her knowledge and experience to bear in support of Adult Service programs and professionals in all 58 California counties. In her spare time, Erin enjoys traveling and spending time at the beach.
Stacy Shwartz Olagundoye
Monitoring, Learning, & Evaluation Director

Stacy is the inaugural Project Director leading Research and Evaluation to leverage CFPIC’s next twenty years of service into measurable outcomes. Over her career, Stacy has conducted data-driven research and blended-evaluation, and has consulted and provided training and technical assistance, for government, healthcare providers, universities, nonprofits, and social service agencies across California. Stacy specializes in leading culturally responsive qualitative research and evaluation projects through strategic planning, systems change, needs assessments, formative and summative assessments, and annual outcome evaluations. The through-line of her work has been focused on actionable systems change efforts to promote health equity, racial justice, and trauma-responsive solutions to achieve transformative justice for children, youth, and families facing vulnerable circumstances. Stacy lives in Sacramento, and enjoys practicing yoga, somatic movement, and scenic walks (near water) with her children.

Peter is the Program Manager for the Capacity Building and System Integration initiative at CFPIC. His background in healthcare and project management equips him to drive project success while incorporating evidence-based solutions to ensure positive outcomes and continuous improvement. Peter’s passion for innovation and quality led him to coordinate multiple risk management initiatives in the County of Los Angeles. In his current role, Peter seeks to facilitate the implementation of the state’s transformational CalAIM program. Peter earned a Bachelor’s Degree from UCLA and a Master’s Degree in Public Health from Dartmouth College.

Andrea Lewis is the Linkages Program Associate at CFPIC. With almost 17 years in DPSS-Riverside County, Andrea has served as a front-line worker, assistant supervisor, and supervisor within the Medi-Cal, CalFresh and Welfare to Work programs with intense focus on Family Stabilization, Housing Support and LINKAGES. Andrea’s philosophy is “Each one, Reach one, Teach one” and she is excited to enter the collaboration with CalWORKs and the Child Welfare System to facilitate and streamline Early Intervention and Prevention to promote child and family well-being with a focus on self sufficiency. Andrea and her family enjoy sightseeing, amusement parks, and other fun family activities.
Ayaan Jones

Ayaan Jones is the Project Associate on the YEP team. With over 12 years of experience working in the child welfare system and youth leadership development programs in three states, Ayaan has gone from direct care work with Youth Villages in Tennessee to being a Program Director of a youth leadership development program and Program Services Coordinator for GA CASA in her home state of Georgia, supporting Georgia’s 45 CASA programs. Most recently, as Advocacy Supervisor for the San Diego CASA program, Ayaan supported volunteers advocating for the best interest of children in foster care. Ayaan enjoys exploring Southern California and its various cuisines and one day hopes to road trip the whole state with her husband.
Kelly Amend

Kelly Amend has been an advocate, trainer, and cheerleader for education on human trafficking since 2012. Kelly has served as Tulare County’s Human Trafficking Task Force Coordinator under the Office for Victims of Crime Enhanced Collaborative Model Anti-Trafficking award where she directed a task force of thirteen agencies across both Law Enforcement and Service Provision fields in local and federal level organizations along with a community coalition of individuals working together to address human trafficking.
She has conducted numerous workshops, strategic partner training, and awareness events to engage in effective responses to labor and sex trafficking across the United States. She recently rediscovered her love of puzzles which is now her favorite way to decompress, second only to spending time with her pets and family. She can also be found supporting her husband’s coffee shop, by drinking lots of fairly sourced cups of coffee and thinking about ways to improve our global supply chains.
Josie Feemster

Josie serves as the PACT Regional Coordinator for the Bay Area and Southern CA, where she facilitates communication and collaboration between county coordinators, provides them with the necessary resources and support, and ensures our programs are effectively implemented across the region. Josie is passionate about connecting with diverse communities and witnessing the direct impact of our initiatives.She loves collaborating with passionate individuals who are dedicated to creating positive change.
Prior to CFPIC, Josie worked as an Associate Governmental Program Analyst at the California Department of Social Services where she analyzed federal and state legislation related to child welfare, facilitated workgroups and advisory committees, and provided technical assistance to county Child Welfare Departments.
Mia Stizzo
Communications Specialist
Mia joined CFPIC as a Program assistant in 2008. Serving as a right hand-woman to several of our project leads, Mia keeps our projects and staff organized by managing CFPIC’s office operations, providing administrative support and assisting with meeting and event planning and staffing. Mia also aids in the creation and distribution of many of CFPIC’s communications materials and delights in curating music playlists for all staff get-togethers. She holds a BA from CSU Sacramento in Public Communications and Criticism and is a lifelong resident of Roseville, CA. In her free time, she enjoys live music, cooking, entertaining family and friends and lazy weekends with her longtime partner Tony and their two children, Van and Ramona.

Kristi Barnhart is the executive assistant at CFPIC. With over 28 years of experience as an executive assistant in county agencies, Kristi brings exceptional administrative support to the CFPIC team. Outside of work, Kristi enjoys traveling with her family, reading, and crafting.
